The proposal looks much better from this link (http://unicode.org/pending/phaistos/Phaistos.pdf), which goes to the actual PDF rather than Google's text-interpretation. The PDF contains the characters, as well as a sketch of both sides of the disk. And it is shiny and neat, and I agree, overly complex and weird. Mmm, mad scientist salesmen.
